Community rights


The Localism Act has introduced legislation giving new rights to communities and individuals who want to help shape their communities and run local services. The Localism Act 2011 is available to read on the Government Legislation website.

You can find more information on the My Community Rights website. The Government has also introduced a plain English guide to the Localism Act.

The council has produced its own Localism Prospectus which outlines our approach to localism as an 'enabling' council.

Community Right to Bid

The Community Right to Bid came into effect in autumn 2012. The right to bid gives community groups an opportunity to bid to buy community buildings and facilities that are important to them.

Community Right to Challenge

The Community Right to Challenge allows voluntary and community groups, charities, parish councils, and local authority staff to bid to run a local authority service where they believe they can do so differently and better. This may be a whole service or part of a service.
